Special Low Strikes are also known as a EX Low Strikes.
Approximately 10% of all Low Strikes are Special Low Strikes, with Low Punch being the most common.

[General] Special High Strike
Special High Strikes can hit characters performing crouching Low Strikes. Normally, a Low Strike from a Crouch state would avoid opposing character's regular High Strikes. However, Low Strikes from a Crouch state cannot avoid Special High Strikes (1).
Just like normal attacks, which strike--Special High or Low--reaches active phase first determines who gets the counter hit.
Please note that Special High Strikes do not hit characters that are only crouching.
Special High Strikes are also known as a EX High Strikes.
Approximately 9.5% of all High Strikes are Special High Strikes.
